शिक्षकों पर कार्रवाई से पहले अनुमति होगी जरूरी

लखनऊ। एडेड स्कूलों, कॉलेजों और महाविद्यालयों के शिक्षकों के लिए राहत भरी खबर है। अब इन विद्यालयों के शिक्षकों के खिलाफ कोई भी कार्रवाई से पहले शिक्षा सेवा चयन आयोग की अनुमति जरूरी होगी। इसके लिए विधान परिषद के सभापति ने संबंधित नियमावली में आवश्यक बदलाव की प्रक्रिया दो माह के भीतर पूरी करने के निर्देश दिए हैं।

विधान परिषद में कार्यस्थगन प्रस्ताव के जरिये यह मामला ध्रुव त्रिपाठी ने उठाया। उन्होंने कहा कि माध्यमिक शिक्षा सेवा चयन बोर्ड अधिनियम-1982 के रद्द होने के बाद समस्या खड़ी हो गई है। शिक्षकों की सेवा शतर्तों को नए आयोग की अधिकार सीमा से बाहर रखा गया है। इससे शिक्षकों को समय से प्रमोशन नहीं मिल पा रहा है।

प्रबंधन अपने स्तर से निलंबन और सेवाएं समाप्त करने की कार्रवाई भी कर रहा है, जो अनुचित है। रद्द हुए माध्यमिक चयन बोर्ड अधिनियम-1982 की धारा 21 में वर्णित सेवा शतों संबंधी सभी बिंदुओं को उत्तर प्रदेश सेवा चयन आयोग के अधीन कर दिया जाए।

• महाविद्यालय के शिक्षकों को भी नोशनल वेतन वृद्धि देने पर करें विचार : विधान परिषद के सभापति कुंवर मानवेंद्र सिंह ने सरकार को निर्देश दिए कि प्राथमिक व माध्यमिक शिक्षकों की तरह महाविद्यालय के शिक्षकों को भी नोशनल वेतन वृद्धि देने पर विचार करें। उच्च शिक्षा विभाग में ऐसे शिक्षक जो 31 दिसंबर और 30 जून को सेवानिवृत्त होते हैं और जिनके वेतन वृद्धि की तिथि 1 जनवरी व 1 जुलाई है, उनके मामले में यह सवाल ध्रुव कुमार त्रिपाठी ने उठाया था।

उत्तर प्रदेश शिक्षा सेवा चयन आयोग अधिनियम-2023 उच्च सदन से भी पास हुआ था। उस समय इस तथ्य को संज्ञान में लाया जाना चाहिए। इस पर पीठ ने कहा कि ऐसा कहना उचित नहीं है।

भाजपा सदस्य देवेंद्र प्रताप सिंह और सपा के सदस्य लाल बिहारी यादव ने भी इस मुद्दे का समर्थन किया। नेता सदन केशव प्रसाद मौर्य ने कहा कि जल्द ही बैठक बुलाकर समाधान निकाला जाएगा। सभापति ने व्यवस्था देते हुए कहा कि नियमावली में जिस दंड एवं जांच विषय को जोड़े जाने की मांग की जा रही है, उसे दो माह के भीतर करवा दीजिए।

माध्यमिक शिक्षा निदेशक और रायबरेली के डीआईओएस को किया तलब

लखनऊ। विधान परिषद के सभापति कुंवर मानवेंद्र प्रताप सिंह ने 25 फरवरी को माध्यमिक शिक्षा निदेशक और रायबरेली के जिला विद्यालय निरीक्षक (डीआईओएस) को अपने कार्यालय में तलब किया है। रायबरेली के वसी नकवी नेशनल इंटर कॉलेज के एक शिक्षक को वेतन न देने का मामला कई बार सदन में उठने के बावजूद कार्रवाई न होने पर उन्होंने नाराजगी जताई। कहा, मामले में अधिकारियों ने जवाब देना भी उचित नहीं समझा। उन्होंने सदन में तल्ख टिप्पणी करते हुए कहा कि अफसर ढीठ हो चुके हैं। तय तिथि को इन अधिकारियों को

अपने कक्ष में बुलाकर स्पष्टीकरण लेंगे।

■ शिक्षक दल के ध्रुव कुमार त्रिपाठी ने सदन में यह मामला उठाते हुए कहा कि वसी नकवी नेशनल इंटर कॉलेज के शिक्षक प्रदीप कुमार का मामला कई बार सदन में उठ चुका है। उन्होंने 30 सितंबर 1992 को विद्यालय में संस्कृत्त प्रवक्ता के पद पर कार्यभार ग्रहण किया। 21 मई 2022 को उन्हें निलंबित किया गया। डीआईओएस की ओर से पहले निलंबन का अनुमोदन और फिर अनुमोदन वापस लिए जाने के बावजूद 21 माह से वेतन का भुगतान नहीं किया जा रहा है।

■ सदन में सवाल उठने पर शिक्षा राज्य मंत्री (स्वतंत्र प्रभार) ने कहा कि प्रदीप कुमार ने फर्जी शैक्षिक प्रमाणपत्रों के आधार पर कूटरचित तरीके से नौकरी प्राप्त की है। ध्रुव कुमार त्रिपाठी ने शुक्रवार को ध्यानाकर्षण प्रस्ताव के जरिये मामला उठाते हुए कहा कि आज तक विभाग ने दस्तावेज फर्जी होने का कोई नोटिस नहीं दिया है। फरवरी 2024 में पीठ ने सरकार को निर्देश दिए कि सत्र के अंत तक गलत सूचना देने वाले अधिकारी के खिलाफ कार्रवाई करें। पीठ ने कहा कि अधिकारी उत्तर देना नहीं चाह रहे हैं। इसलिए अपने कार्यालय कक्ष में बुलाकर जवाब लेंगे।

Dhruv Tripathi raised this matter through an adjournment motion in the Legislative Council. He said that the problem has arisen after the cancellation of the Secondary Education Service Selection Board Act-1982. The service conditions of teachers have been kept out of the jurisdiction of the new commission. Due to this, teachers are not getting promotion on time.

The management is also taking action of suspension and termination of services at its own level, which is unfair. All the points related to the service conditions mentioned in Section 21 of the cancelled Secondary Selection Board Act-1982 should be made subject to the Uttar Pradesh Service Selection Commission.

• Consider giving notional salary hike to college teachers as well: Legislative Council Chairman Kunwar Manvendra Singh directed the government to consider giving notional salary hike to college teachers like primary and secondary teachers. This question was raised by Dhruv Kumar Tripathi in the case of teachers in the Higher Education Department who retire on 31 December and 30 June and whose salary hike date is 1 January and 1 July.

The Uttar Pradesh Education Service Selection Commission Act-2023 was also passed by the Upper House. This fact should have been brought to notice at that time. On this, the bench said that it is not appropriate to say so.

BJP member Devendra Pratap Singh and SP member Lal Bihari Yadav also supported the issue. Leader of the House Keshav Prasad Maurya said that a solution will be found by calling a meeting soon. While giving the order, the Chairman said that the punishment and investigation subject which is being demanded to be added in the rules, should be done within two months.

Director of Secondary Education and DIOS of Rae Bareli summoned

Lucknow. Legislative Council Chairman Kunwar Manvendra Pratap Singh has summoned the Director of Secondary Education and District School Inspector (DIOS) of Rae Bareli to his office on February 25. He expressed displeasure over the lack of action despite the matter of not paying salary to a teacher of Wasi Naqvi National Inter College of Rae Bareli being raised several times in the House. Said, the officials did not even consider it appropriate to respond in the matter. Making a harsh remark in the House, he said that the officers have become insolent. On the fixed date, these officers

will be called to his chamber and clarification will be taken.

■ Dhruv Kumar Tripathi of Shikshak Dal raised this matter in the House and said that the matter of Pradeep Kumar, a teacher of Wasi Naqvi National Inter College, has been raised in the House several times. He took charge as Sanskrit lecturer in the school on 30 September 1992. He was suspended on 21 May 2022. Despite the DIOS first approving the suspension and then withdrawing the approval, the salary is not being paid for 21 months.

■ On being questioned in the House, the Minister of State for Education (Independent Charge) said that Pradeep Kumar has obtained the job fraudulently on the basis of fake educational certificates. Dhruv Kumar Tripathi, raising the matter through an attention motion on Friday, said that till date the department has not given any notice of the documents being fake. In February 2024, the bench directed the government to take action against the officer who gave wrong information by the end of the session. The bench said that the officer does not want to answer. Therefore, we will call him to our office room and take the answer.
