निपुण विद्यालय हेतु विशिष्ट वार्षिक निर्धारण के सम्बन्ध में आदेश

अवगत कराना है कि प्रदेश में "निपुण भारत मिशन" के प्रभावी कियान्वयन एवं गुणवत्ता शिक्षा संवर्द्धन हेतु विभिन्न गतिविधियां कियान्वित की जा रही हैं तथा छात्र-छात्राओं के अधिगम अभिवृद्धि हेतु कक्षा शिक्षण प्रक्रियाओं को बाल-केन्द्रित बनाने पर विशेष बल दिया जा रहा है। शिक्षा मंत्रालय, भारत सरकार द्वारा "निपुण भारत मिशन" हेतु निर्गत गाइडलाइन्स, राष्ट्रीय शिक्षा नीति-2020 एवं नेशनल कॅरीकुलम फ्रेमवर्क (NCF-FS) के परिप्रेक्ष्य में निपुण भारत मिशन का कियान्वयन प्री-प्राइमरी (बालवाटिका) से कक्षा-2 (अर्थात् 08 वर्ष की आयु तक किया जा रहा है। 'निपुण लक्ष्य' की समयबद्ध प्राप्ति तथा निरन्तरता के दृष्टिगत यह आवश्यक है कि खण्ड शिक्षा अधिकारी, डायट मेण्टर्स, एस०आर०जी०, ए०आर०पी० एवं शिक्षक संकुल द्वारा उत्कृष्ट शैक्षिक नेतृत्व का प्रदर्शन करते हुये जनमानस एवं शिक्षकों के समक्ष एक आदर्श उदाहरण प्रस्तुत किया जाये।

2-'निपुण लक्ष्य' की समयबद्ध प्राप्ति हेतु यह आवश्यक है कि प्रत्येक जनपद एवं विकासखण्ड द्वारा सुनियोजित कार्ययोजना विकसित की जाये, जिससे कि विद्यार्थियों द्वारा कक्षानुरूप निर्धारित दक्षतायें प्राप्त की जा सकें। उक्त के दृष्टिगत वर्तमान शैक्षिक सत्र में समस्त प्रधानाध्यापकों द्वारा सुविचारित अकादमिक रणनीति का अनुपालन करते हुये 'निपुण विद्यालय की लक्ष्य प्राप्ति हेतु समर्पित प्रयास किये जायेंगे। इस परिप्रेक्ष्य में वर्तमान शैक्षिक सत्र (31 मार्च, 2026 तक) के लिये निम्नांकित विवरणानुसार निपुण विद्यालय के लक्ष्य प्राप्ति हेतु विशिष्ट वार्षिक लक्ष्य निर्धारित किये जा रहे き

3-निपुण भारत मिशन के लक्ष्यों की समयबद्ध प्राप्ति के दृष्टिगत वर्तमान शैक्षिक सत्र में डी०एल०ए४० प्रशिबुओं के माध्यम से प्राथमिक/ कम्पोजिट परिषदीय विद्यालयों का माह दिसम्बर, 2025 एवं फरवरी, 2026 में आकलन कराया

जायेगा। तत्कम में निपुण विद्यालय का लक्ष्य प्राप्त किये जाने के संबंध में निम्नवत् निर्देशित किया जाता है-

1. विद्यालय में छात्र-छात्राओं के नामांकन में उल्लेखनीय वृद्धि हेतु सुनियोजित प्रयास किये जाये तथा छात्र नामांकन के सापेक्ष औसत उपस्थिति न्यूनतम 80 प्रतिशत अथवा अधिक का लक्ष्य हासिल किया जाय।

2. दैनिक शिक्षण योजना एवं साप्ताहिक शिक्षण योजना को लागू करते हुये पाठ्‌यपुस्तकों में उल्लिखित मासिक विभाजन के अनुसार कक्षावार एवं विषयवार पाठ्यक्रम प्रत्येक माह अवश्य पूर्ण कराया जाये। कक्षावार, कार्लोशवार, विषयवार एवं दिवसवार समय सारिणी के अनुपालन किये जाने हेतु प्रधानाध्यापक / इंचार्ज प्रधानाध्यापक का उत्तरदायित्व निर्धारित किया जाये।

3. विद्यालयों में प्रभावी कक्षा शिक्षण हेतु उपलब्ध करायी गयी विभिन्न शैक्षणिक सामग्री यथा संदर्शिका, कार्यपुस्तिका, प्रिंटरिच सामग्री, टी०एल०एम०, किट्स, तालिका आधि का उपयोग कराते हुये प्रभावी कशा शिक्षण सुनिश्चित किया जाये।

4. वर्कबुक, किट्स, टी०एल०एम० तथा प्रिंटरिथ सामग्री के प्रयोग से छात्र-छात्राओं में प्रश्न, जिज्ञासा एवं पूछताछ के द्वारा अधिगम संलग्न वातावरण (Engaging Learning Environment) का सूजन किया जाये, जिससे कि चर्चा परिचर्चा के उपरान्त विद्यार्थी पूर्व ज्ञान और अर्जित ज्ञान, आस-पास के वातावरण तथा वाह्य दुनिया से स्वयं को सहसम्बन्धित एवम् अभिव्यक्त कर सकें।

5. पतन का वास्तविक लक्ष्य समझ के साथ पढ़ने से है। यह सुनिश्चित किया जाये कि कक्षा-2 तथा के सभी बच्चे कक्षानुरूप निर्धारित दक्षताओं के अनुरूप समेझ, स्पष्टता एवं सहज प्रवाह के साथ पढ सकें। पठन गतिविधियों के साथ ही कार्यपुस्तिका, प्रिंटरिच सामग्री एवं टी०एल०एम० आदि के माध्यम से छात्र-छात्राओं को लेखन कार्य में संलग्न करते हुये प्रवीणता हासिल करायी जाये।

6. छात्र-छात्राओं में आरम्भिक गणितीय दक्षताओं एवम् मूल अवधारणाओं के साथ ही तार्किक सोच एवम् वैचारिक समझ विकसित करने के लिये टी०एल०एम०, किट्स एवं मैथ चार्ट आदि के माध्यम से अभ्यास कार्य तथा गतिविधि आधारित शिक्षण कराया जाये, जिससे कि छात्र-छात्राओं द्वारा तर्क, अनुमान एवम् सामान्यीकरण का प्रयोग करते हुये दैनिक जीवन की स्थितियों में भी सफलतापूर्वक प्रयोग किया जा सके।

7. शिक्षण अधिगम प्रक्रिया के दौरान शिक्षकों द्वारा छात्र-छात्राओं की समझ एवं प्रगति का आकलन करते हुये प्राप्त परिणामों के आधार पर कक्षावार तालिका अचालन की जाये तथा यथावश्यकतानुसार रिमीडियल कक्षाओं का संभालन किया जाये।

8 शिक्षक प्रशिक्षण के अनुसार शिक्षण पद्धतियों को कक्षा-शिक्षण में लागू करने, शिक्षकों को ऑनसाइट प्रौहिना सपोर्ट प्रदान करने एवं शैक्षिक गुणवत्ता सुधार हेतुष्ट द्वारा समर्पित प्रयास किये जायें। प्रेरणा गुणवत्ता ऐप के माध्यम से डायटमेण्टर एस०आखणी एवं एकेडमिक रिसोर्स पर्सन द्वारा प्रतिमा निर्धारित लक्ष्यों के अनुसार यूनीक विद्यालयों का सहयोगात्मक पर्यवेक्षण सुनिश्चित किया जाये।

9 शिलाकों को प्रभावी फीडबैंक प्रदान करने, विभिन्न मॉडयूलर के क्रियान्वयन में सहयोग प्रदान करने तथा बेष्ट एवं इनोवेटिव प्रक्टिसेज के आदान-प्रदाने हेतु शिक्षक संकुल की एजेण्डा आधारित मासिक बैठके आयोजित की जायें।

10 विभागीय कार्यों एवं संचालित गतिविधियों के प्रभावी क्रियान्वयन/अनुश्रवण हेतु खण्व रिक्षा अधिकारियों द्वारा प्रधानाध्यापकों के साथ प्रतिमाह चतुर्थ शनिवार को अवकाश की दशा में अगले कार्यदिवस में) मासिक बैठक आहूत की जाये।

11 लर्निंग ऐट होम की बढ़ाने पठन-पाठन की निरन्तरता बनाये रखने के लिये समय-समय पर अभिभावकों से सम्पर्क स्थापित करते हुये विभिन्न प्लेटफार्म यथा-दीक्षा एजांग ऐपानी पर उपलब्ध विजिट किटे के प्रयोग हेतु जागरूक किया जाये। बच्चों ने पढ़ने के प्रति रुचि विकसित करने से एनसीटीशनर एवं शी०आई०ई०एल०टरस्टीट्यूट ऑफ इण्डियन) मध्यविद्यालय में 

12.वरलब्ध करायी गयी लाइमेक्स प्रयोग एवं पुस्तकालय का सक्रिय संचालन सुनिश्चित कराया

13. "निपुण भारत मिशन" के सम्बन्ध में जनमानस की सक्रिय सहभागिता सुनिश्चित किये जाने के दृष्टिगत मिशन के उद्देश्यों से अभिभावकों, विद्यालय प्रबन्ध समिति के सदस्यों एवं समुदाय को जागरूक किया जाये। सामुदायिक सहभागिता को सशक्त एवं प्रभावी रूप से सुनिश्चित किये जाने के लिये पी०टी०एम० तथा विद्यालय प्रबन्धन समिति की बैठकों का अनिवार्य रूप से नियमित आयोजन सुनिश्चित किया जाये। इसके साथ ही बुनियादी भाषायी एवं गणितीय दक्षताओं की जीवन में उपादेयता तथा शैक्षणिक गतिविधियों एवं शिक्षा के दीर्घकालीन महत्व के बारे में समस्त हितधारकों को प्रेरित एवं प्रोत्साहित करते हुये छात्र-छात्राओं की विद्यालय में नियमित उपस्थिति सुनिश्चित करायी जाये।

14. जनपदों में संचालित महत्वपूर्ण गतिविधियों एवं क्रियाकलापों के क्रियान्वयन के संबंध में निर्गत मासिक KPIS के अनुसार निर्धारित मासिक लक्ष्य पूर्ण किये जायें।

15.. डी०टी०एफ०/ बी०टी०एफ० बी०एस०ए० बी०ई०ओ०, बी०ई०ओ० एच०टी० बैठकों में एन०बी०एम०सी० से प्राप्त डेटा के आधार पर विद्यालयों की प्रगति की डेटा आधारित समीक्षा की जाये तथा बच्चों के अधिगम स्तर में उत्तरोत्तर सुधार हेतु मासिक लक्ष्य निर्धारित किये जायें, जिससे कि निपुण भारत मिशन के निर्धारित लक्ष्य समयबद्ध रूप से प्राप्त किये जा सकें।

अतः निर्देशित किया जाता है कि जनपद के समस्त परिषदीय प्राथमिक/ कम्पोजिट विद्यालयों को समयबद्ध रूप से निपुण विद्यालय' के रूप में विकसित किये जाने हेतु अपना महत्वपूर्ण योगदान प्रदान करते हुये अपने स्तर से खण्ड शिक्षा अधिकारी, डायट मेण्टर्स, एस०आर०जी० ए०आर०पी० एवं शिक्षक संकुल को समर्पित भाव के साथ बेहतर शैक्षिक प्रदर्शन किये जाने के लिये अपने स्तर से निर्देशित करने का कष्ट करें।

This is to inform that various activities are being carried out for effective implementation of "Nipun Bharat Mission" and enhancement of quality education in the state and special emphasis is being laid on making classroom teaching processes child-centric for enhancing learning of students. In the context of the guidelines issued by the Ministry of Education, Government of India for "Nipun Bharat Mission", National Education Policy-2020 and National Curriculum Framework (NCF-FS), Nipun Bharat Mission is being implemented from Pre-Primary (Balvatika) to Class-2 (i.e. up to the age of 08 years). In view of the timely achievement and continuity of 'Nipun Lakshya', it is necessary that the Block Education Officer, DIET Mentors, SRG, ARP and Shikshak Sankul should present an ideal example before the public and teachers by demonstrating excellent educational leadership.

2- For the timely achievement of 'Nipun Lakshya', it is necessary that a well-planned action plan should be developed by each district and development block, so that the students can achieve the prescribed competencies as per the class. In view of the above, in the current academic session, dedicated efforts will be made by all the headmasters to achieve the goal of 'Nipun Vidyalaya' by following a well-thought-out academic strategy. In this context, specific annual targets are being set for the current academic session (till 31 March, 2026) to achieve the target of Nipun Vidyalaya as per the following details.

3- In view of the timely achievement of the goals of Nipun Bharat Mission, in the current academic session, the primary / composite council schools will be trained in the month of December, through DLA 40 trainees. Assessment will be done in 2025 and February, 2026. In relation to achieving the target of Nipun Vidyalaya in the meantime, the following instructions are given-

1. Well-planned efforts should be made to significantly increase the enrollment of students in the school and the target of average attendance of at least 80 percent or more should be achieved in relation to student enrollment.

2. By implementing the daily teaching plan and weekly teaching plan, the class-wise and subject-wise syllabus must be completed every month as per the monthly division mentioned in the textbooks. The responsibility of the Principal / In-charge Principal should be fixed for compliance of class-wise, period-wise, subject-wise and day-wise timetable.

3. Effective classroom teaching should be ensured by using various educational materials made available in schools for effective classroom teaching such as manuals, workbooks, printerrich materials, TLM, kits, tables etc.

4. Questions, answers, answers etc. should be made clear to the students by using workbooks, kits, TLM and printerrich materials. Engaging Learning Environment should be created through curiosity and inquiry, so that after discussion, students can relate and express themselves with their previous knowledge and acquired knowledge, surrounding environment and external world.

5. The real aim of reading is to read with understanding. It should be ensured that all the children of class 2 and above can read with understanding, clarity and easy flow as per the competencies prescribed as per the class. Along with reading activities, students should be engaged in writing work through workbooks, printable material and TLM etc. and proficiency should be achieved.

6. Practice work and activity based teaching should be done through TLM, kits and math charts etc. to develop basic mathematical skills and basic concepts as well as logical thinking and conceptual understanding in the students, so that students can use logic, estimation and generalization successfully in daily life situations.

7. During the teaching learning process, teachers should provide Assessing the understanding and progress of the students, class-wise table should be conducted on the basis of the results obtained and remedial classes should be handled as per the need.

8 Dedicated efforts should be made by the department to implement teaching methods in class teaching as per teacher training, to provide onsite training support to teachers and to improve educational quality. Through Prerna Quality App, collaborative supervision of unique schools should be ensured by Dietician S. Akhani and Academic Resource Person as per the targets set by the department.

9 Agenda based monthly meetings of Shikshak Sankul should be organized to provide effective feedback to the teachers, to provide support in the implementation of various modules and to exchange best and innovative practices.

10 For effective implementation/monitoring of departmental works and ongoing activities, monthly meetings should be organized by the Khanv Raksha Adhikaris with the Principals on the fourth Saturday of every month (in case of holiday on the next working day).
